Cheap ear plugs don't do much

I used foam plugs from the hardware store and still felt too loud. I got actual shooting ear muffs and the difference is huge

I use corded silicone ear plugs for most shooting.

For indoor shooting I use both them and ear muffs

Electronic muffs with a foamy in my right ear as as double up. Like LoPro I'll double up both ears for indoors on the rare occasion I darken the corridors of an indoor range (which is about once every 5 years for my CCW renewal).

 Yeah, I had pretty much the exact same experience. Foam looked good on paper but it just didn't work out when I actually tried to use it. Doubling up or just going with proper muffs made a truly huge difference for me.

I worked over 20 years in a can plant (an extremely noisy environment) properly used foam ear plugs can be VERY effective. You must roll them between your fingers to get them small enough to put them deeply into your ears then hold them there until they expand (4 or 5 seconds) There is a learning curve, but once you get the hang of it, they can be very good.

Most people just stick them in halfway. Properly seated plugs are the difference between quiet and wasted effort.
